Management Team
Francine Dubois, President & CEO
Francine has been the President & CEO of iDcentrix since its inception. She has been in the card industry since 1998, with a focus on smart cards and has shared her expertise as a speaker at industry conferences or as the author of articles.
With more than 20 years of marketing, communications, management, and business development in the card and software industries, she was ready to tackle the challenge of building a new company.
Before joining iDcentrix, Francine was VP of Marketing, Financial Cards & Services at Oberthur Card Systems, overseeing strategic marketing in the Americas; managing global partnerships with Visa and MasterCard and providing direction for the development of contactless card products. Prior to that, she served as General Manager at ASD Software Inc., a security software publisher. She started her career as International Affairs Manager at Idessys, a CAD-CAM software publisher in France.
Francine served on the Board of the Smart Card Alliance, where she was also the Treasurer of the Executive Committee and Co-Chair of the Contactless Payment Council. She was actively involved in the launch of the council, the publication of various documents educating on the benefits of contactless technology in the payment world.
She holds an MA in Translation and Interpretation from ISIT in Paris, France.

David Fractor, CFO
With more than 25 years of accounting and finance experience, including over ten years at the CFO position, David brings valuable leadership to iDcentrix as it pushes into the global ID marketplace.
Since 2003, David has owned his own consulting practice where he has worked with emerging companies to develop strategic plans and set up accounting and finance departments and establish good corporate governance. Previously, he served as CFO at HemaCare Corporation, a public company with revenues of approximately $30 million, where he provided financial and strategic leadership in a number of areas. During his tenure at HemaCare, revenues increased by 50% and David worked closely with divisional managers to ensure budget and cost benchmarks were being met. While at HemaCare, he developed a new business segment, which in two years became the company’s largest divisional revenue center with annual revenues in excess of $7 million.
David also served as CFO at The Andwin Corporation and at EIF Holdings, Inc. Prior to working in industry, David worked for Deloitte and Touche where he was an audit manager and worked with emerging businesses.
David received a bachelor of science from University of Southern California and is a member of AICPA and California Society of CPAs.

Tate Preston, VP Sales & Marketing
Tate has over 15 years experience in the area of document security and secure ID systems, and has been involved in high security passport, national ID and driver license programs in more than 25 countries. He frequently speaks on secure ID technology in North America, Europe and Asia, and has published several articles. He has led numerous technology seminars for government officials on secure identification, and consulted on security and business strategy.
Prior to joining iDcentrix, Tate was Vice President of Sales for IdentiSys, the largest ID Systems dealer in North America. Before that he held a variety of sales and marketing positions at Datacard Group including Vice President, Government Solutions, responsible for worldwide marketing for government ID programs.
Tate was active with the Smart Card Alliance’s Task Force on Secure Personal ID, and was a member of the ANSI/NCITS/B10.8 Driver License/Identification Cards standards group and the International Association of Financial Crimes Investigators. He was involved with American Association of Motor Vehicle Administrators (AAMVA) for nearly 10 years, serving on a variety of industry committees and making technology presentations at numerous conferences. He served on their Industry Advisory Board, contributed to the Special Task Force on Identification Security, and was a key contributor to the US Dept of Transportation/Federal Highway Safety Board regulations defining security standards in 1998. He was a member of the IAB Card Durability Task Force and the AAMVA Smart Card Working Group.
He received an M.B.A. from the Amos Tuck School at Dartmouth College, and a B.A. from Trinity College in Hartford, CT.
